Keenan Data B​reach​

​Keenan, the County's broker for health insurance and other cafeteria plan benefits notified the County in December 2023, that they had a cybersecurity breach beginning on August 21, 2023, through August 27, 2023.  Unfortunately, data was taken by an unauthorized party during the breach, which included County of Sac​​ramento employee and retiree information.  Federal law enforcement was involved in the investigation, the files were recovered, and no evidence has been found to suggest the data was released. 

In response to this breach, Keenan i​s mailing notices to all impacted individuals on January 26, 2024, all of whom will receive free credit monitoring services.  Keenan has a website and call center available to answer any questions for impacted individuals.  Additionally, please view Frequently Asked Questions​.  If you have questions about this breach, please contact the Keenan call center. I recommend all impacted individuals to enroll in the credit monitoring services Keenan has offered.

The County is working with Keenan to ensure corrective measures are being taken in response to this incident. Keenan has implemented additional security protocols designed to enhance the security of its network, internal systems, and applications. Keenan will also continue to evaluate additional steps that may be taken to further increase its defenses.

Federal Student Loan Forgiveness Programs: 

Public Service Loan Forgiveness | Federal Student Aid
The Public Service Loan Forgiveness (PSLF) program will forgive the remaining balance on Direct Loans after one has made 120 qualifying payments under a qualifying repayment plan while working full-time for a qualifying employer.  Sacramento County is a qualifying employer.  Earn credits towards your loan forgiveness by making payments towards your student loans while working full-time for Sacramento County – any job class at Sacramento County qualifies as public service.

To qualify:
  1. ​Submit a PSLF and/or Temporary Expanded PSLF (TEPSLF) certification and application to begin the process and be switched over to a specialized loan provider. Public Service Loan Forgiveness (PSLF) & Temporary Expanded PSLF (TEPSLF) Certification & Application (studentaid.gov)
  2. They will make sure your​ loan is moved over to a qualifying loan type and evaluate prior payments for counting towards the program.  
  3. Once you are working for the County, submit an employment certification filled out by your payroll specialist at Sacramento County once a year - Public Service Loan Forgiveness (PSLF) & Temporary Expanded PSLF (TEPSLF) Certification & Application (studentaid.gov)​​
  4. ​Once a year you will receive a letter with the number of payments that count towards PSLF
  5. After 120 qualifying payments you will receive a loan forgiveness letter
Perkins Loan Cancellation and Discharge | Federal Student Aid

Certain jo​b classifications (see information in the link above) may qualify for Perkins Loan forgiveness after four to seven years of service depending on the employment type.  Once you are in a qualifying role:

  1. ​Apply for cancellation or discharge of a Perkins Loan to the school that made the loan or to the school’s Perkins Loan services​
    • They will provide forms and instructions specific to your type of cancellation or discharge
  2. ​​Your Payroll Specialist at Sacramento County can provide any needed certification of your employment

Healthcare Student Loan ​​Programs:​

American Dental Education​ Association (ADEA)​
The California Dental Corps Loan Repayment Program offers loan repayments for dentists who work in dentally underserved areas and provide services to at least 50% dentally underserved populations.  The program will provide $35,000 for loan repayment annually for three years, to reach a total of $105,000 or the total of the loan,  whichever is the lesser amount.

Bachelor of Science Nursing Loan Repayment Pr​ogram
BSNLRP participants can earn up to $10,000 in loan forgiveness after a 12-month service agreement.  It’s available to California-licensed registered nurses with a Bachelor of Science in Nursing (BSN) degree.  Participants are required to log at least 32 hours per week toward direct patient care at an eligible state site, which includes County Facilities.  ​

CalHealthCares Loan Repayment Progr​am
CalHealthCares provides loan r​​​epayment to eligible dentists and physicians whose patient caseload consists of a minimum of 30% Medi-Cal beneficiaries.  ​Eligible dentists may apply for either a loan repaymen​t up to $300,000 in exchange for a five-year service obligation, or a Practice Support Grant up to $300,000 in exchange for a 10-year service obligation.  

Licensed Mental Health (LM​​H) Services Provider Educat​​ion Progr​​​​am
Accessible to California-licensed mental health providers.  In exchange for up to $30,000 in student loan forgiveness, recipients must agree to provide two years of direct mental health care and at least 32 hours per week at an eligible facility, which includes County Health Facilities.  

Licensed Vocational Nurse Loan Repayment Program (LV​NL​​RP)
For practicing licensed vocational nurses (LVNs) in California.  In​​ exchange for a 12-month service commitment, offering at least 32 hours of direct patient care at an approved site, which includes County Facilities, p​articipants received up to $6,000 in loan forgiveness.

Steven M. T​hompson Physician Corps Loan repayment Program (STLRP)
For qualifying California-licensed physicians and surgeons to serve in sho​rtage areas.  After fulfilling a three-year full-time service contract working in underserved communities at an eligible facility, which includes County Health Facilities, pa​rticipa​nts can receive up to $105,000 in forgiveness.  Generally, physicians must be practicing outpatient care and provide at least 32 hours of direct patient care per week. Obstetricians must offer at least 21 hours of direct patient care per week.  ​
